You mention the enumerated powers with respect to the federal government outlawing the sale of alcohol; does the constitution give the federal government the power to establish a department of education?
No, the Dept of Education is unconstitutional, and big-government social conservatives like Rick Santorum, who "voted to double the size of the Department of Education" violate their oath of office.
